Scope summary
The Department of Corrections (DOC), Division of Community Corrections (DCC) will purchase secular, non-residential, community, Sex Offender Treatment (SOT) Services in DCC Regions 1, 2, 3, 4, 5, and 8. Services are compliant with the October 2016 published DOC Sex Offender Service Standards. The treatment programs provide services to male and female offenders convicted in adult court and under the supervision of the Wisconsin DOC. Some in-person services are provided at contractor provided service sites and others at DCC provided service sites. English speaking tele-health services will be purchased, and are provided with offenders at a DCC provided tele-health location(s), while contracted Facilitators are at a contractor provided tele-health location. During the term of the resulting contracts, DOC may request that the contractor(s) increase the SOT services available to an area(s) outside the cities listed in this RFB. If the contractor agrees to provide an expansion of SOT services, then the per group rate, per assessment rate, and individual session rate for these additional SOT services will be contracted at the same rates as the contractor’s RFB awarded city/ies. However, contractors shall not expect that the DOC will request to expand the SOT services specified in this RFB.The treatment provided through this contract is intended to assist the offender in identifying and addressing individual risk and need areas, with the ultimate goal of reducing overall recidivism risk. Effective management of sex offender cases require the cooperative efforts of qualified clinicians and knowledgeable Corrections’ professionals. Regular contact and ongoing communication between the agent and treatment contractor will be provided.Other DCC Regions, DOC Divisions and State agencies may use the resulting Contract, if agreeable to both the DOC and the vendor, to obtain the benefits of volume purchases and/or reduction in administrative expenses.
